Rate Increases Looming For LADWP Customers!?

As we have seen all over the news recently, the Los Angeles Department of Water & Power (LADWP) is looking to avoid a reduction in its bond rating and meet Mayor Antonio Villaraigosa’s goal of 40% renewable energy by 2020. The funds generated from the carbon surcharge portion of the rate hike is scheduled to pay for renewable energy projects, but the exact amount of the increase is still being debated by Mayro Villaraigosa and Los Angeles City Council members. The most recent information comes from Los Angeles Times reporter David Zahniser who recently reported that the Los Angeles City Council vetoed the LADWP’s latest proposal as of March 31, 2010 at 9:25pm. Historically, utility rates have increased at a conservative estimate of 5% annually (source: Andy Black, “Economics of Solar Electric Systems for Consumers: Payback and other Financial Tests” at http://www.ongrid.net/papers/PaybackOnSolarSERG.pdf). Even at this conservative rate, a typical solar energy system takes only 8 to 12 years to pay back the initial investment, can achieve 200% to 300% of its initial cost, and earn a pre-tax Rate of Return between 10% and 20%.
